The American Lebanese Policy Institute, Political Action Committee (ALPI PAC), concluded a weeklong visit to Washington, D.C. from December 1 through December 5, marked by high-level engagement with policymakers, government officials, international leaders, and diaspora institutions. The visit reflected ALPI PAC’s continued commitment to constructive dialogue, transparency, and advancing discussions on United States–Lebanon relations and matters affecting the American Lebanese community.

Over the course of the week, the ALPI PAC delegation participated in policy discussions across multiple institutions, attended international forums, and convened meaningful conversations with decision-makers from the legislative and executive branches, as well as diplomatic and community leaders.

The delegation was joined at select meetings by Pamela Ibrahim Kosseifi,chair of the ALPI Advisory Council on U.S.–Lebanon Relations and Strategic Engagement, who participated in an advisory and informational capacity.

Opening Days: Policy Dialogue and Strategic Exchange

The visit began with a series of discussions focused on regional developments, U.S. foreign policy considerations, and evolving dynamics impacting Lebanon and the broader Middle East.

The first evening in Washington, D.C. set the tone for the week, bringing together policy leaders and members of the ALPI PAC delegation for dinner and open dialogue. The evening included discussions with Joel Rayburn, Former U.S. Special Envoy for Syria, and Chris Mitchell, a Department of War and congressional policy professional. Conversations centered on regional stability, diplomatic engagement, and the policy landscape shaping U.S.–Lebanon relations.

ALPI PAC was represented by Paul ElHindi, Joseph E. Hage, and Chuck Mansour, joined by Pamela Bayrouthy, alongside Pamela Ibrahim Kosseifi in her advisory role.

Capitol Hill Engagement and Congressional Outreach

On the second day, the ALPI PAC delegation visited Capitol Hill and met with congressional offices to engage in dialogue on policy priorities and issues relevant to the American Lebanese community and U.S. national interests.

Meetings took place with Congressman Darin LaHood, Congressman Max Miller, and David Cook, National Security Advisor to Congressman Darrell Issa. These conversations allowed for an exchange of perspectives on regional security, governance, and the role of diaspora communities in informing policy discussions.

As part of its Washington program, ALPI PAC also participated in congressional activities aimed at strengthening relationships and engagement with federal lawmakers, including participation in, and co-hosting of, a fundraising event supporting Congressman Max Miller, with Congressman Brian Jack in attendance as a special guest.

Engagement at the International Democracy Union (IDU)

During the visit, ALPI PAC participated in the annual International Democracy Union (IDU), engaging with senior international and U.S. leaders addressing global democratic governance and cooperation. ALPI PAC co-hosted and sponsored a luncheon attended by prominent figures, including:

  • Congressman Darrell Issa
  • Rt. Hon. Stephen Harper, 22nd Prime Minister of Canada
  • Rt. Hon. Lord Michael Anthony Ashcroft, former deputy chairman of the Conservative Party in England
  • Hon. Judith Collins, KC, MP, Attorney General and Minister of Defense of New Zealand
  • Rt. Hon. Liz Truss, Former Prime Minister of the United Kingdom

Discussions at IDU focused on democratic institutions, global challenges, and shared policy priorities among democratic nations.

Diplomatic and Community Engagement

The delegation also engaged with Lebanese American institutions and diplomatic representatives during the visit. ALPI PAC participated in a meeting with the Lebanese American Coordinating Committee (LACC)and H.E. Ambassador Nada Hamade Moawad, Ambassador of Lebanon to the United States.

The conversation highlighted diaspora engagement, bilateral considerations, and the importance of open communication between institutions in the United States and Lebanon.

Final Days: Executive-Branch and Policy Leader Engagement

On the final night in Washington, D.C., the visit concluded with a private dinner bringing together policy professionals, government officials, and community leaders in an atmosphere of reflection and forward-looking discussion. Participants included:

  • Eric Mahroum, Director, Office of State and Community Energy Programs, U.S. Department of Energy
  • May Rihani, World Lebanese Cultural Union Representative in Washington, D.C.
  • Walid Maalouf, Former U.S. Public Delegate to the United Nations and Former Director of Public Diplomacy at USAID
  • Elias Semaan, President, Lebanese Information Center USA (LIC)
  • Pamela Ibrahim Kosseifi, Chair of the ALPI Advisory Council on U.S.–Lebanon Relations and Strategic Engagement

During the week, the delegation also conducted a visit to the White House, further contributing to its Washington engagement.

Launch of the U.S.–Lebanon Advisory Council

A key milestone of the visit was the launch of ALPI PAC’s U.S.–Lebanon Advisory Council, based in Lebanon. The Advisory Council was established to follow policy developments affecting U.S.–Lebanon relations, provide informed insights, and support transparency and dialogue through a structured, advisory framework.

The Council operates independently in an advisory capacity and serves as a resource for understanding developments relevant to bilateral relations.

Conclusion

The December visit to Washington, D.C. marked an important step in ALPI PAC’s continued engagement with policymakers and institutions. Through dialogue, relationship-building, and participation in international forums, the visit reinforced ALPI PAC’s commitment to representing informed perspectives and encouraging constructive engagement on issues affecting Lebanon, the United States, and the American-Lebanese community.
